The Electricity Industry Ombudsman (Victoria) (EIOV) was established in 1995 to receive, investigate and facilitate the resolution of electricity complaints. Fiona McLeod was appointed as the first Electricity Industry Ombudsman in October 1995. The Electricity Industry Ombudsman (Victoria) Scheme commenced operation in May 1996.

In November 1998, the scheme’s jurisdiction was expanded to include gas complaints and was renamed the Energy Industry Ombudsman (Victoria) (EIOV).

In April 2001, the scheme’s jurisdiction was expanded to include water complaints and was renamed the Energy and Water Ombudsman (Victoria) (EWOV).

In July 2005, EWOV’s jurisdiction was expanded to include LPG (Liquid Petroleum Gas) complaints.

In February 2012, Fiona McLeod retired as Energy and Water Ombudsman (Victoria) and Cynthia Gebert was appointed to the role.
